They were not created with that intent. There is no obligation to use
one of the newly released geographics in relation to the locale(s) which
previously had them blocked.

All that is required is to abide by the eligibility requirements that
exist for other non-geographic domain names.

I was going to give a hypothetical that Orange, the phone company, could
now use orange.com.au in relation to phone services; although I note it
is another "Aussie Destination":
