Joker.com are notoriously difficult to transfer domains away from, as you
have already discovered.

My advice would be to make sure you are trying to transfer the name to a
registrar that knows what they're doing and is happy to provide the support
that you will need to succeed with this transfer.

Is ICANN going to do anything about it?  Not likely anytime soon...
