The same legislation applies, the DNS is a directory because that is how 
people are selling name space.  If they sold it as a translation tool, then 
it would not qualify as a directory.

I have a Fair Trading Tribunal decision that states the Domain Name is 
entered into a directory and therefore a solicitation for a payment for 
entry into the DNS contravenes the Section of the act unless the consumer 
requested in a written order that the directory entry be created.

That results in meaning the invoice is invalid and illegal if the consumer 
is lead at all to believe that an amount is payable, whether the entry into 
the directory has been made yet or will be made after receipt of the payment.
