What's in an 'i'? Internet governance
This article in the IHT begins with a discussion at the recent ITU conference in Turkey that wanted to lower-case the 'i' in Internet. David Gross from the US State Department didn't know whether this was significant or not. He ended up believing the move was insignificant, although others were of a differing opinion, believing this was the latest move for the ITU to gain control of the Internet. Debate on who should control the internet is often controversial, with the role of ICANN continually questioned, especially amongst those from smaller and/or third world countries. Smaller/third world countries often say an international body taking over ICANN's role is the only way for them to have a say in the DNS structure. However Paul Twomey says "Internationally, the world will see that the U.S. government is beginning to walk the talk ...The transition is now in the hands of the international community."

IDN Laboratory Test Design Plans
Following the engagement of Autonomica AB, as announced on 19 October 2006, ICANN is pleased to provide more detailed information about the IDN test plans. The IDN testing plans are divided into two phases. The first phase includes laboratory testing that is designed to clarify and document any issues that may arise, if any, when inserting puny-code strings representing top level domains into the root zone. The second phase is an expansion of the laboratory test and will function as a pre-deployment testing primarily for application and user-interface testing.

The End of the Experiment: Commerce says "I'm the Decider"
It's all over but the shouting. ICANN's 8-year experiment in nongovernmental governance of the Internet's domain name system all but came to an end this last November 30. The U.S. Department of Commerce announced that it, and not ICANN, would be the ultimate "decider" when it comes to dot com. Dot com is the largest and most valuable Internet top level domain, accounting for about 40% of the global market.

ICANN is launching a public comments period on the proposed Draft Procedure for Potential Conflicts between Whois Requirements and Privacy Laws. The public comment period will last from 3 December 2006 to 15 January 2007. Recognising the public policy aspects of this procedure ICANN has written to the Chair of ICANN's Governmental Advisory Committee (GAC) seeking GAC advice concerning the draft procedure. Both the draft procedure and the GAC letter are posted.

On 20 October 2006, ICANN referred the Global Name Registry proposal for the limited release of two character names in .NAME to the Registry Services Technical Evaluation Panel (RSTEP). The RSTEP had 45 calendar days to review the proposal and prepare a written report on whether the proposed Registry Service creates a reasonable risk of a meaningful adverse effect on Security or Stability.

au: The home truth about broadband
Australia hasn't had the rapid take-up of broadband other countries have, which is hardly surprising because what broadband we have is pathetically slow and expensive.
