The Rush Begins Again - ".USA" Domain Names Released on to
the Internet
It isn't just the new ".USA" domain names that are being
snapped up, suddenly, domain names like ".MUSIC" and
".SEXY" are also proving extremely popular. Now, websites
such as "www . frustrated.genius", www. anti.aging, www.
laser.laser and www. mini.mi are springing up across the
world. A new dimension has been added to the Internet that
anyone can use virtually without restriction. Its not ICANN
(news - web sites) nor its alternative, instead think of a
conjunction with the current domain name system.

Rules for registering .fr domains are soon to be relaxed
Currently it is only possible to register a .fr domain name
that exactly matches a registered trademark or company
name. However from May 11, 2004 this will no longer be the
case. This means many .fr domain names which were
previously not possible to register, will now become
available on a first-come first-served basis.

Africa Finalises Strategy to Control Own Website Addresses
African countries are set to control their own website
addresses and stop paying to Europe and the US for the
right to own website names. This move is being made
possible by the impending launch of the African Network
Information Centre (AfriNIC), which has been created to
administer domain names on the continent.

A virtual identity
What unifies the European Union? Because of the expansion
of the EU to 25 countries on May 1, that is more than an
academic question.
...
Still, the Internet is doing its part to put the union in
EU. On the eve of enlargement last week, the European
Commission approved the policy regulations to make it
possible for the EU to have its own top-level domain, or
address level. That means that the Internet addresses of
its residents, governments and the companies that do
business here can be identified as www.name.eu, rather than
www.name.co.uk, or even www.name.com.

Cyber-Mediation: Computer-Mediated Communications Medium
Massaging the Message by Llewellyn Joseph Gibbons, Robin M.
Kennedy & Jon Michael
This Article examines the feasibility of online mediation.
It evaluates some modalities, presents cross-cultural
mediation as a theoretical construct to describe online
mediation, and recommends guidelines for the practice of
online mediation. Some commentators have observed that
ideal online mediation remains an aspiration, suggesting
that technologies such as videoconferencing are the
&quotobvious solution to the lack of face-to-face
encounters." Yet others have found that online mediation,
even at the email level, is an acceptable, if not
preferred, method of resolving some types of disputes. This
is a false dilemma. Mediation exists on a continuum from
face-to-face to pure online mediation. Most of the legal
literature evaluating the potential of online mediation can
be best characterized as the battle of the anecdotes. No
legal scholars have looked at the rich social science
literature on the effects of computer-mediated
communications. The authors hope to begin to rectify this
neglected interdisciplinary area of scholarship and to
apply these lessons to online mediation. Informed by the
computer-mediated communications (CMC) literature, online
mediators will make a substantial contribution to dispute
resolution.

Domains Are Not Forever
I recently heard a story about a young woman (we'll call
her Sheila) who, on visiting the Web site she had set up
for her deceased boyfriend—a victim of the 9-11
attacks—discovered that the domain had been taken over by a
porn site. Anguished and appalled, she set out to recover
the domain and return the site to its original,
inoffensive, and informational state.
