There has been a general assumption that our friends at NetRegister were
working on the old "escaped" registry database information.  However, one of
my clients' domains was registered on April 08 this year, and he received
the infamous Chesley Rafferty letter too.

Are there other new(ish) registrants that have also been mailed?  If so, it
would appear that we may have another leak.
