As I understand the authorised form that you are refering it is not to
change details but to issue the key to another email address other than
listed and that's all.
Melb IT will not amend the domain name as per that fax, they only issue
the key to that email. Then you are supposed to log into the domain name
and amend that details...
There's the catch, can't change the admin email via manage so it seems to
be a way of stoping transfers away from their control that can't be
confirmed as per the transfer agreements.

For me it was for an authorisation of a SSL certificate.. only reason in
the list so far....
