That is the difference between, semi to fully automated systems.

.com.au was mostly a manual system with a few automation
procedures by the admins. plus the quantities of requests
on a daily bases for managing 100,000's of domains do not
make it any faster unless with a automated system.

As for .com it is delayed because of it is a big (huge) system 
with lot (huge number ) of domain names that need to be 
updated multiple places but it is automated with some minor
manual input from a human.

the new system is mostly automated, you experience it
 when delegating a new .org.au domain name that was
just before the transition before the new move.

I would really like to see the new system .info and .biz
live up to it's now blazing fast system when it has

100's to a million + domain names to take care of on a
daily bases. even when technology (computer, internet bandwidth
and connection etc..) get faster on a periodical bases.

In every case the info and biz domains I've registered have been fully 
functioning within 30 minutes.  Every time!!!  :-)
