It would clearly be cheaper and easier for unscrupulous operators to send
'renewal notices' via email (virtually zero cost compared with printing &
posting all those paper ones) and whoever sent out all the paper ones
clearly had the ability to send email ones if they had wanted to.

So we need to ask the question about why all those paper ones were sent -
they obviously were NOT sent by paper because no other methods were
available to the sender.  They were sent because the paper ones have a
higher success rate.  In fact, because they were sent out multiple times we
know:


The cost of the paper mass mailout X the successful response rate = a net
profit


I suspect that very few companies, large or small, will pay an invoice that
turns up only via email.  Especially as everyone is constantly exposed to
spam and pretty cynical about it.

I can't see phone calls working either.  Try calling up a small business and
asking them to send you some money - the first thing they will say is "send
me an invoice", plus the cost of paying someone to make the calls makes this
option not viable.

Each to his own - I reckon the reverse is true for me.  I would have thought
you'd set up your email filters to trash the well known unscrupulous
operators' emails sight unseen.  And I can hit the DELETE key in a lot less
time than it takes me to open an envelope.
