IS DOT-BIZ A LOTTERY?
An article on ICANN Watch raises an interesting legal issue
on the way that dot-biz domains are being sold.  With
NeuLevel selling chances at the domain, the article
considers whether the approach constitutes a lottery.  If
so, it seems unlikely that it meets most state laws for
conducting lotteries.
