On the subect of a government authority - perhaps IPAustralia
(www.ipaustralia.gov.au) could perform the registration on behalf of the
community, in the same manner as they handle Trademark and Patents?  I
believe they are a non profit organisation who operate entirely from
'registration fee's.

As we progress to a more business oriented internet, Trademarks have quite
a link to domain names, in that a Trademark owner (at least in the US) may
have some legal rights to use the domain name based on their name.

Maybe domain names could be issued for Trademarks as a matter of course?
A lot of companies business name/domain name is also their trademark.

An interesting thought...
