Ted Cruz Wants to Shrink Government, Except When It Comes to the Internet by Robert Knake

It is a strange world we are living in when a Democratic President wants to reduce government interference in the private sector and the GOP?s standard bearer for limited government is fighting to stop him. That is what is happening with the continued fight over ICANN and its contract with the NTIA.

< <http://blogs.cfr.org/cyber/2016/05/18/ted-cruz-wants-to-shrink-government-except-when-it-comes-to-the-internet/> http://blogs.cfr.org/cyber/2016/05/18/ted-cruz-wants-to-shrink-government-except-when-it-comes-to-the-internet/>

Sixth Quarterly Report on the Transition of the Stewardship of the IANA Functions

NTIA provides quarterly reports on all aspects of the proposed transition of the U.S. government?s stewardship role over the IANA functions. NTIA?s previous reports and detailed background can be found here. This report covers activities from January 1, 2016 to March 31, 2016. As required by Public Law 114-113, NTIA will continue to update this report on a quarterly basis.

U. S. Government Blasts China's Draft Domain Regulations by Philip S. Corwin

In an unexpected move, the two top U.S. officials charged with the Obama Administration's Internet policy have issued a joint statement severely criticizing draft Chinese domain policies. Strickling issued an official statement titled "China's Internet Domain Name Measures and the Digital Economy".

China?s Internet Domain Name Measures and the Digital Economy by Ambassador Daniel A. Sepulveda and Assistant Secretary for Communications and Information Lawrence E. Strickling

China is a force in the global digital economy and an important player in global Internet policy discussions. Today, more than 700 million people have access to the Internet in China, more than any country in the world. Several of the most valuable Internet-based companies call China home. Global innovators and service providers from around the world, including from the United States, are eager to enter its market.

Relocating ICANN57 by Akram Atallah

Earlier this year, we announced that ICANN56 was going to be relocated from Panama City, Panama, to Helsinki, Finland, due to concerns related to the Zika virus. Following a great deal of internal debate and discussion, and taking into consideration the continued spread of Zika, we have decided that we will be relocating ICANN57 from San Juan, Puerto Rico, to Hyderabad, India. Due to highly limited space availabilities, this relocation has necessitated changing the date of the meeting from 29 October ? 4 November 2016, to 3 ? 9 November 2016.

Dot Brand - Is Financial Industry Really Leading the Pack? by Guillaume Pahud

There are lots of emotions and hypothesis around the new gTLD programme. Is it a success, is it a failure? Is it coming too late, in a world ruled by search and apps? We try to measure that success through traditional metrics, such as number of registrations, parking ratios etc. -- for applicants, the success is quite often the revenue and profit generated. When it comes to dot brands, we have lots of anecdotes about launches, but is that representative of the activity? Metrics of success will depend on the brand strategy and the way the dot brand helps the business reach their objectives. Keeping an empty registry may be a success if your strategy is purely defensive!

Proving Common Law Rights Predating Domain Name Registration by Gerald M. Levine

The trademark rights required for standing under paragraph 4(a)(i) of the UDRP refer to both registered and unregistered rights. Complainants with registered trademarks satisfy the requirement by submitting their certificates of registration.
