U.S. Statement on Geographic Names in Advance of Durban Meeting
NTIA, in its role as the U.S. government?s representative to the Governmental Advisory Committee of ICANN, has actively participated in the development of the GAC?s advice on the rollout of new gTLDs. The statement below is the U.S. government?s position related to certain proposed geographic gTLDs. Building on discussions about these gTLDs within the GAC at ICANN?s Beijing meeting in April, the GAC will continue talks on the issue at ICANN?s 47th meeting in Durban, South Africa July 12-18. We acknowledge the diligence of all parties, particularly the applicants, to follow the process set forth in the Applicant Guidebook and, as noted in the statement, will work to clarify these rules for future applications.

The NTIA?s New Policy of Appeasement by Milton Mueller
We?ve asserted before that the US government?s Internet governance policy has lost direction and become confused and self-contradictory. Yesterday the U.S. Commerce Department confirmed the diagnosis. In preparation for the upcoming ICANN meeting in Durban, South Africa, the NTIA released a bizarre statement about TLD applications involving geographic names.

The New gTLD Program Committee (NGPC) has told ICANN to ?defer moving forward with the contracting process for applicants who have applied for TLD strings listed in the GAC?s Category 1 Safeguard Advice, pending a dialogue with the GAC?. DNS, DNSSEC and Google?s Public DNS Service by Geoff Huston
For some time now we?ve been tracking the progress of the deployment of DNSSEC in the Internet. Its been a story of an evolution of the measurement technique, starting with a technique that attempted to guess at the behaviour of resolvers, through to techniques that explicitly pose novel DNS names to clients so as to negate aspects of resolver caching that otherwise complicate the measurement technique.

Privacy Rights on the Internet: Self-Regulation or Government Regulation? by Norman Bowie & Karim Jamal [Business Ethics Quarterly/University of Alberta School of Business Research Paper]
Abstract: Consumer surveys indicate that concerns about privacy are a principal factor discouraging consumers from shopping online. The key public policy issue regarding privacy is whether the US should follow its current self-regulation course (where the FTC encourages websites to obtain private "privacy web-seals"), or whether a European style formal legal regulation approach should be adopted in the US. We conclude that the use of assurance seals has worked reasonably well and websites should be free to decide whether they have a privacy seal or not.
