The sad performance of the European Commission in ICANN by Milton Mueller
The EU needs new and better representation in ICANN. Its operatives in the Governmental Advisory Committee (GAC) are failing to uphold European values related to free expression, open internet and bottom up governance. EC representatives in ICANN are utterly devoid of any vision of what kind of policies they want or what values they wish to uphold. The EC seems interested only in more power for itself ? even though it has no clear idea what it wants to do with that power. So it has locked itself into a reactionary position. It is turning its back on bottom up, multistakeholder governance and, amazingly, it is appealing to the United States to exert unilateral authority over ICANN in order to pursue its apparent goal of a governmental takeover of ICANN. It is a sorry spectacle. Evidence for those strong conclusions can be found in Commissioner Nellie Kroes' recent letters and speeches.

Some Considerations for New TLD Operators from a Registrar Perspective by Michele Neylon
The "hot topic" at the upcoming ICANN meeting in Singapore will, of course, be whether or not the new TLDs will actually launch or not. Sure, they'll launch at some point, but ICANN has been pushing to make the big announcement at Singapore. There has been a lot written over the last couple of years about new TLDs over the last couple of years. We are now coming into what might be called the "end game".

US Laws Remain Set to Govern Upcoming Multilingual Internet via New gTLDs by Khaled Fattal
U.S. laws remain set to govern the coming multilingual internet through ICANN's new gTLDs yet the ramifications of this fact if you are Chinese, Arab, Indian, Russian or other are huge as ICANN published its 7th Applicant Guidebook in preparation for its board consideration on June 20th during the Singapore meeting. To many nations and citizens around the world, especially the non-English speaking communities, this will be seen as a strategically alarming direction for the global Internet.

The Protect IP Act is a bad idea - Protecting intellectual property is a good idea; Sen. Leahy's anti-piracy bill is a bad one
The Senate Judiciary Committee has approved a draconian bill in a misguided effort to combat online piracy and counterfeiting. S.968, the Protect IP Act ? which has an annoyingly long and convoluted full title, created solely to provide a relevant acronym ? was introduced by Sen. Patrick Leahy (D-Vt.). It was designed to ?provide the Justice Department and rights holders with important new tools to crack down on rogue websites dedicated to infringing activities,? the senator said in introducing the bill.

The French Revolution 2.0: Copyright and the Three Strikes Policy by Eldar Haber [Harvard Journal of Sports & Entertainment Law]
Abstract: Internet file-sharing of copyrighted materials created a struggle between right holders, Internet Service Providers (ISPs), and file-sharers. After several different attempts to resolve the struggle, many countries began to debate the possibility of a Three Strikes Policy (3SP), which includes, inter alia, providing for the termination of subscriptions and accounts of repeat infringers in appropriate circumstances. This policy has thus far been implemented by way of legislation in Taiwan (2009), South Korea (2009), France (2010), the United Kingdom (2010) and New Zealand (2011), and by means of private ordering in Ireland (2010). It is still under consideration elsewhere. The 3SP is portrayed as a panacea for Internet-related infringements.

More effective competition and better regulation needed to cut high mobile data roaming costs, says OECD [news release]
Regulators and policy makers should boost competition among mobile telephone operators to cut the high prices being charged for international data roaming, according to a new OECD report. Analysis of pricing plans at 68 operators in the 34 OECD countries points to a strong case for new consumer protection and empowerment measures. ?Current pricing levels indicate that there is, in general terms, either insufficient retail or wholesale competition,? says the report.
