You'll probably find Safenames have an office in Australia (see http://safenames.net/) and that they are registered with the tax office (search for them at http://www.abr.business.gov.au/) and have been so for some years if it's the right company.

Or does it seem odd to anyone else that a company based overseas can become 
an accredited registrar for .com.au domain names?

You need to be a legal entity under Australian law to Register a .com.au 
domain name yet this is not mandatory to become a .com.au Registrar ?
