Comcast's Bandwidth-Throttling Experiment: Wave of the Future?
Comcast has launched a trial this month in parts of Pennsylvania and Virginia to see how well its new approach to bandwidth management works. If the pilot is successful, the ISP's customers nationwide may find themselves consuming bandwidth under new business rules. Essentially, Comcast is reducing the bandwidth and speed available to customers downloading large amounts of data during peak usage times.

How Many TLD Applications Will ICANN Receive? by Antony Van Couvering
This post could be subtitled: "The Wisdom of Elites." I polled some people I know in the domain field (plus Andrew Goodman, who wondered what the hell I was going on about). I asked them a simple question: "For the record, how many new TLD applications do you think there'll be?" Most of these people know the domain name world very well, but from different perspectives. Journalists, registrars, intellectual property attorneys, domainers, registry operators, TLD aspirants, entrepreneurs, domain aftermarket auctioneers, civil society activists.

CIRA Creates Backdoor WHOIS Exceptions for Police and IP Owners by Michael Geist
Earlier this year, I wrote glowingly about the new CIRA whois policy, which took effect today and which I described as striking the right balance between access and privacy. The policy was to have provided new privacy protection to individual registrants -- hundreds of thousands of Canadians -- by removing the public disclosure of their personal contact information... Apparently I spoke too soon.

 - DOMAIN DISPUTES
**********************
Domain Name Protection Through Arbitration
Arbitration is an alternative dispute resolution mechanism ("ADRM") used to solve domain name and any other legal disputes. Even though arbitration has been an established ADRM, the Internet has intensified its use due to the physical location of the parties and the high costs of litigation in foreign forums. In domain name disputes, arbitration determines who has the rights to a Domain Name through rules promulgated by ICANN for Uniform Domain Name Dispute Resolution also referred to as UDRP. ICANN currently has four approved providers for dispute name resolutions. This article provides information on the issue of arbitration as alternative to domain name disputes.

CADNA's London Forum: Curbing International Domain Name Abuses [news release]
This past Thursday, the Coalition Against Domain Name Abuse (CADNA) held its London Online Brand Abuses and Internet Governance Education Forum. Broad in its geographical scope, the forum welcomed companies from the US, UK, Belgium, Netherlands and Switzerland, with half of the attendees representing Global 500 companies. These attendees came together because of concerns over issues such as online brand dilution and the often-ineffective governance of ICANN. This was the first of two international Online Brand Abuses & Internet Governance Education Forums to be hosted by CADNA, both aimed at creating a global network of brand owners in order to share the latest in proactive, reactive and preventative domain name strategies.

What would you do if you received this email, forwarded by a trusted friend? "An important message from the Police. Please pass this along to all the women you know. This actually happened a few weeks ago on the M3 Fleet Services. It was early evening and a young girl stopped to get petrol. She filled the tank and walked into the store to pay. The cashier told her, 'A man just got into the back of your car. I've called the police and they're on their way.'"

Censorship in Russia: Airbrushed by the Kremlin, Again
Years ago, Soviet news agencies grew to be experts in removing unwanted comrades from official photographs. People disappeared in the developing rooms just as they disappeared in real life, and early group photos with Stalin often contracted into a picture of the Soviet dictator standing alone. That grim history makes what?s happening today on Russia?s national television networks all the more chilling.

Do ISPs Stand a Chance Against Child Pornographers?
Virtually no one objects to the concept of adopting laws and policies to stem the tide of child pornography proliferating on the Internet. So, the announcement on Tuesday that Verizon, Time Warner Cable and Sprint Nextel have agreed to block access to Web sites that harbor such content was uniformly welcomed -- even if the end result will be to keep just a small percentage of child pornography offline. The Internet service providers will confront daunting technical and legal issues as they attempt to execute on their commitment.

uk: Letters - Keeping a watch on child abuse sites
Clearly Richard Clayton, quoted in your article (Time taken to shut child abuse sites criticised, June 6), misunderstands how the Internet Watch Foundation operates. If someone reports a child abuse website to the IWF, it does two things: first it confirms whether or not the images complained of are likely to be found to be illegal by a UK court. If yes, the IWF then determines where the website is being hosted. If it is in the UK, it informs the hosting company and, providing the host acts promptly to remove the material (eg within 24 hours), the host will have no liability for it. Of course the police are also informed and will normally initiate an investigation to determine who put the illegal material there and who the child might be.
