So that person should choose a registrar who offers such a service.

You are forgetting that MelbourneIT ran the .com.au domain as a
monopoly. During which time they seem to have developed a number
of particularly customer-unfriendly practices which they stick
with to this day.

If you don't like the way they operate, choose another registrar.
