I assumed that the Reseller is obliged to identify its relationship with
the Registrar prior into entering into a contract with the Registrant. I
would for example not be happy finding out after the fact that the Reseller
I am dealing with is in fact a Reseller for a Registrant that I have had
unsatisfactory service from in the past.

If as Ron Stark states "a contract comes into force between the registrar
and the registrant" I would like to know who I am dealing with and thereby
have a choice in the matter.

I would assume that is why the clause 15.6 is in the Registrants Agreement
in the first place. I would also assume that auDA and the Registrants are
obliged to enforce it.
