I think we need just a teensy weensy bit more information before we can
determine which of the tender responses to auDA is worthy of support.

For example, suppose one tender proposes to charge Users $100 p.a. for
com.au and net.au domain names and $0 for org.au, while another proposes to
charge Users $10 p.a. for com.au and net.au and org.au domain names?

As the tenderers have huge flexibility, and can submit multiple tenders
covering various permutations & combinations (e.g. tender for one or all
2LDs, have consistent pricing across all 2LDs, or have differential pricing
between 2LDs), evaluating the merits of the tenders could be quite complex.
