What would getting the .au redelegated achieve?

Which entity would benefit from such a redelegation?

"internet users of Australia"? No

"commercial interests in internet use in Australia"? Yes

"the public interest-- Future Users, Public Resources, etc"??? Hmmm

Why not tie any discussion of who-is-most-appropriate-delegate
to certain additional criteria (like who will guarantee to require
all .au addresses to recognise Virtual Inclusive Root addresses
and who will write to IANA/DoC/USG to request ICANN/IANA load
the virtual inclusive root (as well as .com, .net. .mil, .org and
cctlds already recognised by ICANN)?
