What happened to "Public"

Or is the DNS to become a PRIVATE resource?

Privatized make me feel there will be a body in charge that has only one
interest - making a return for it's shareholders.   If it's PRIVATE it's
not PUBLIC.

Perhaps I read it wrong ...
